Yes, and earlier takes are never recalculated. Each take keeps the speed it was shot at, so a roll shot partly at 24 fps and partly at 36 fps adds up correctly.
It counts from the moment you press RUN to the moment you press STOP, so it's as accurate as your timing. It rounds the way a counter does: footage shot rounds up and footage left rounds down. When the camera has a working counter, trust the camera.
FilmCounter keeps counting past the roll length and shows how far over you are, so a 300' short end that really holds 320' is still counted correctly.
